Is y considered a vowel or a consonant at the end of names, such as (Larry),(Destiny)(Ray)(Sky)?

Strictly speaking there are only 5 vowels A E I O and U however some people do consider Y to be a 6th vowel as it serves a similar purpose in words to the other vowels. Officially no but some people might disagree.
