Can the police arrest you for a open container bench warrant out of Oregon in New York?

I have a bench warrant out of Oregon,and now live in Texas.I plan to visit Family in the Czech Republic,China,and England.I heard that they can arrest you upon reentry into the united states no matter how minor the offense,or how far away the warrant was issued.I know for sure you can get a pport,because I got it 2 months after it was issued.Sometimes I heard that the state can send their officers to foreign contries to arrest you as well,Is this true.So you mean to tell me that when I get back into New York/JFK,I can extradited to Molalla,Oregon?The fine I owe is up to $2300,and is seen as a cl B misdemeanor?Can it also affect employment in other states?
